I expect that any rules as detailed above would immediately result in a fracas between consumers, telemarketers, and the FTC on what constitutes an "established business relationship." I fully expect telemarketers to take advantage of this weakly-worded provision and claim that they had an "established business relationship" because their affiliates had somehow provided them with my name/phone. Please, preserve the sanctity of our dinnertimes - don't weaken your legislation. It will probably result in a situation where it is as if the legislation had never passed at all.
