I would prefer this did not happen but if allowed then the 'opt-out' provision should be part of the No-Call List. This would provide some oversight to business adherence rather than forcing individuals to contact every business and hoping that they would follow the rules of 'opt-out'. Also, we need good clear guidelines of what the 'business relationship' means. If you placed an order 3 years ago are you still deemed to be subject to voice-spam? This kind of 'marketing' goes on alot during political campaigns and it is very annoying - using Caller-ID doesn't help with these kinds of calls.
