I do not wish to recieve recorded calls from telemarketers. Any relaxing of current regulations is not acceptable. I do not pay for a phone line to subsidize their marketing plans. It is for my use, and I do not want to be contacted by telemarketers under any circumstances. Why do you think the many millions signed up for the 'do not call' list to begin with? This form of marketing is an invasion of privacy. I wish to have a 'no tresspass' sign on my phone line with the same rights as one on my property would have.
