The idea and promise of the registry is to PREVENT interruption due to telemarketing calls. This should not be relaxed in the least - if it's that important to companies to contact me, then they can use US mail. Furthermore, allowing ANY sort of recorded announcements is an obnoxious invasion of privacy and should be illegal. This is true whether there is an established business relationship or not.
