Comments:
The proposed amendment to the telemarketing sales rule should not be amended to allow pre-recorded messages. The call abandonment safe harbor provision should also remain as currently written. (measured per call per calling day). The requested changes would negate the effectiveness of the original TSR, and open the door to increased violations of privacy. An "established business relationship" is too broad a definition and can be interpreted to include just about everyone. The volume of unwanted marketing calls one receives has finally been stemmed and the requested changes would be a step backward and an aknowledgement of the power of an industry over individual rights. The proposed amendment benefits only the Direct Marketing Association while negating the wishes of the public and should be denied. J.J. Autorino
