The purpose of the "do not call" list was to allow homeowners the ability to exclude intrusions into their private lives by prohibiting unwanted phone calls. Allowing pre-recorded messages defeats that purpose. What would any consumer who signed up for the "do not call" list or "opted out" from various institutions deserve to be bombarded with unwanted pre-recorded messages? Your initial ruling made sense. Let's keep it that way!
