Comments:
The proposed loophole is a bad idea, although it would be acceptable if it included a requirement for telemarketers to: 1. Obtain permission from their customers in advance to send such messages, and 2. Provide a means of allowing the customers to discontinue such calls. Without the above requirements, the proposed loophole would seriously undermine the function and spirit of the Do Not Call registry.
