Comments:
Do not make exceptions to the proposed amendment. Do not make a "safe harbor" for any person or business to contact cellphone users for any form of telemarketing. Many users (specifically ours at the jail) are government, law enforcement, etc related and we do not want any form of contact other than official communications.
