If you could get more idiotic, then go ahead and allow cell-phone spam and solicitation. To justify the taxpayers' money that you receive (none of which comes from boosting the economy by buying solicited crap, by the way), you should lobby the Congress to make it a criminal act (misdemeanor, at least) to disturb hard working people from telemerketing pests and the company being solicited liable for punitive damages of at least $10,000. The same law should be applied to unsolicited fax messages. Then, you will not need the do-not-call list and everyone will look forward to the nuisance. I don't see why this issue should arise in the first place.
