I believe permitting the consideration of pre-recorded marketing calls as requested by the Voice Mail Broadcasting Corporation is a step backward into time. The FTC created a tremendous benefit to telephone users when they instituted the "No Call Registry". I thoughly enjoy that my privacy is not being violated due to the implementation of the "No Call Registry". Please leave the situation as it presently is. If it ain't broke, don't fix it.
