I do not wish to receive any prerecorded marketing messages from any companies at any time. As it is, companies abuse the "prexisting relationship" standard and pester me with calls even if we only have the most fleeting of "relationship" (i.e., a single retail sale). Prerecorded telephone messages are even more annoying becausey you cannot stop them and insist on being removed from the call list. With a live person, you can interrupt them at any time and inform them of your decision to be removed from the list and to demand that they confirm they have understood you. With a prerecorded announcement, you have no options but to endure the entire unwanted call and even that assumes that at the end of the call you will be offered options for removal from the call list.
