Unsolicited calls are unsolicited calls, and allowing a loop-hole to be misused to relax the rules for automated, pre-recorded calls would be special interest abuse of the worst kind. If consumers have gone to the trouble of listing their numbers on the Do Not Call List, they have clearly demonstrated that they really do not want their privacy invaded with junk solicitations by telephone. The FCC should conform their rules to the FTC rule, not the other way around.
