Please do not allow telemarketers to harrass people at home with pre-recorded messages, per the proposed amended rule. Also, do not allow the 3% rule to be loosened per the request of the telemarketing association. This rule only benefits them, at the expense of peace and quiet of people at home. My 88 year old father is very frightened when he totters to the phone and is greated by silence. Like millions of other people, I only want calls from friends and family and those I have SPECIFICALLY requested to call. For example, I am happy to get a prerecorded reminder from my doctor reminding me about a medical appointment that I have made, and for which I have specifically requested a pre-recorded reminder. I do not EVER want calls, or pre-recorded messages from anyone trying to sell me ANYTHING whether I have an established relationship or not unless I have SPECIFICALLY requested a call (OPT IN). PERIOD. That includes businesses with which I have a pre-established relationship, charities and politicians. I don't pay my phone bill every month just to give them more avenues to market to me. If they want to reach me, they can send me mail. That way, at least they aren't getting me out of the bathroom at their whim.
