I strongly oppose allowing businesses to deliver prerecorded messages to consumers, whether or not the business believes it has an 'established business relationship' with the consumer. To allow such calls would roll back the gains of the Do Not Call law, which finally gave the consumer some peace. It will be easy for business to claim an 'established business relationship.' Prerecorded calls are even more irksome than calls from live telemarketers, since the consumer cannot tell a recording to put him on the 'do not call' list.
