I urge you NOT to amend the current regulation and certainly not to adjust the 3% rule. Due to today's commerce methods almost everyone becomes a "client" for telemarketing purposes. The "Do Not Call" list was enacted to assure residents of unnecessary intrusions and solicitations. The response to that program indicates the resounding desire of people for privacy. Do not go back on those citizens" wishes. DO NOT AMEND THE TELEMARKETING SALES RULE. Thank you
