I am an individual consumer and thus a "target" of the proposed rulemaking. I urge you not to libralize the current rules and restrictions with regard to calls from "pre-existing relationship" entities. Pre-recorded messages are just unwanted communications, providing the same level of irritation that caused the "do not call" legislation. This irrittant can be, and has been, contained by regulation. We don't need to move this issue to the legislative bodies. Simply keep the existing regulations in place. If these entities have an important communication, they can have a human make the call and wait on the line until they have confirmed that they have reached the person they intend to call. Those proposing the change do not have the best interests of telephone subscribers in mind. Please don't liberalize the rules.
