Under no circumstances would it be acceptable to loosen restrictions on telemarketers calls. The prexisting relationship clause would virtually open a huge hole that telemarketers will pour unwanted calls to users. There could be an OPT-IN clause in which every business/telemarketer would have to get permission from the consumer to allow only those calls through. That would be the only acceptable way.
