I think allowing telemarketing, recorded or otherwise, to those on the Do Not Call Registry defeats the entire purpose of the list, which is not to be bothered every 5 minutes by telemarketing calls. Additionally, in my experience, a recorded message is worse than a live person, because it guarantees that the offer (whatever it may be) is impersonal.
