I very much disagree with the above proposed rule. I can see no merit in permitting recorded telemarketing calls which are Not welcomed by the recipient. You are indeed proposing a "loony loophole". Incidentally, it would be nice if you did implement the "public comment ... will be available to the public on the FTC Web site, to the extent practicable, at www.ftc.gov" part of the above text.
