This proposed rule making is another example of the 'purchase' of the Government by special interests at the expense of citizens and consumers. Recorded messages are as bad, if not worse than live telemarketing. The FTC Do-Not-Call list has been found legal, and is a clear benefit to consumers who do not wish to be marketed to at all hours of the day in the privacy of their own homes. Tampering with it is not required.
