I do NOT want telemarketing messages delivered to my phone! Therefore, it seems to me that amending the rule is a bad idea! I am sick of being disturbed in my home by telemarketers, but at least when a live person calls, I can let them know how angry I am and tell them never to call back. However, if precorded messages are allowed to be delivered to my phone, then I will be completely helpless to voice my frustration.
