I would think the number of people who signed up for the DO NOT CALL LIST answers this question. If there is any confusion the answer is NO. If I have done business with a company I know how to reach them if I need them. Of all the voilations the recorded message is the worst. Usually a complaint can not be filed because the message does not provide the information needed. Companies will use this loop hole for sister companies consumers have never done business with to call.Based on the mail we receive from companies who have shared our addresses with companies under this umbrella the calls will be excessive. How hard is it to understand if my name is on the list DO NOT CALL me.
