Comments:
The proposed exception to the Telemarketing Sales Rules for pre-recorded messages would totally undermine the basic concepts of the rules. The principal benefit of the Rules, as perceived by the vast majority of the people who have listed their phone numbers on the "do not call" list is prevention of uninvited and unwanted telephone calls. It makes no difference whether the calls are individually placed or pre-recorded messages. The present Rules should be strengthened by curtailing or eliminating some of the current exceptions (charitable organizations, political campaigns) rather than adding additional exceptions, particularly an exception that would undermine the Rules themselves.
