Please do NOT create an additional call abandonment safe harbor to allow telemarketing calls that deliver a prerecorded message to consumers with whom the seller on whose behalf the calls are made has an established business relationship. I should not have to receive such calls! You should be figuring out how to further stregthen the rules to benefit the CONSUMER, not businesses. Incidentally, before I retired, I owned and ran a business which makes heavy use of telemarketing to its business customers, but I do not believe automated calls are appropriate or considerate
