I am of the opinion that you should not relax any of the rules regarding Telemarketers. If anything I think they should be stronger. I work in technical support for a switch manufacturer and have had several cases where a CLEC is trying to send a call to a number from a telemarketer and to make sure that the calling number is not sent (not just restricted for display, not sent at all). I suspect they want the number absent for less than legal reasons. If you give them an inch they will find a way to take more than a mile.
