I am opposed to this. I pay for my cell phone minutes and do not want telemarketers using my paid minutes to deliver a message to me that I do not want to hear, will not buy their product, and generally, it will annoy me. If allowed, this would in effect be the government authorizing theft. That is not the role of government.
