I think that allowing pre-recorded phone calls is not a good idea, and not in the best interest of the people who have, in the past, requested the end to the telemarketing calls. Pre-recorded telemarketing calls are more annoying than calls made by a real person. At least with a person to person call you could relay your annoyance and request removal from being called in the future. How would that be accomplished with pre-recorded calls? And what would prevent you from being contacted over and over and over again.
