As a private citizen, I would like to register my concern regarding the telemarketing industry's desire to start spamming cell phone owners. One reason I got a cell phone was to be rid of all those ridiculous and bothersome sales calls that we all received before the days of the no-call list. If I want to do business with someone, I will initiate the call. I don't want to have to pay for some pre-recorded mess about something I'm not interested in to begin with. I hope you will consider the general public's desire to be insulated from such aggravation from strangers and NOT allow the mass-marketers to take over the cell phone industry the way they used to use the "wired" system. At that point, the only "safe haven" would be to do without a phone altogether and I think that's asking too much of the general public in favor of commercial harangue.
