I don't know how this works,but if a person does not want people calling there home at ungodly hours of the noght,then it should be our right,to not have them call. they always find loop hole to get around this. They even have it as to where you can not block there number. If someone was to put a heafty fine on these people, then you may see the calls decline. I put my number on the do not call list, but thats not working. Thanks Kenneth Ciuffetelli
