Dear FTC: We protest the use of prerecorded messages being sent to phone numbers where there is an established business relationship. Prerecorded messages are inherently impersonal, intrusive and offensive. No one should be forced to receive prerecorded messages on their phone lines without specific prior approval. Allowing safe harbor for this practice permits telemarketers freedom to increase their activities without consumer consent for a practice that most find distasteful. The ambiguity of defining an "established business realtionship" already permits a higher volume of telemarketing than reasonable. Permiting prerecorded messages will only increase consumer violation by telemarketers. Thank you for your attention to this matter. Sincerely, Robert Twilling
