I strongly urge the commission to not allow pre-recorded messages in the referenced circumstances. "Pre-existing business relationship" is overly vague and inclusive. I don't want sales calls even if there is a legitimate pre-existing relationship. Please do not expand the provisions unless there is a way I can opt out of all such expansion through a central registry. Current proposals would require me to opt out on a company by company basis. In addition, I urge you not to amend the TSR’s call abandonment safe harbor provision that currently requires use of "technology that ensures abandonment of no more than three (3) percent of all calls answered by a person, "measured per day per calling campaign". Abandoned calls are a plague and a great annoyance.
