Please do not expand the rights of businesses to use recorded marketing calls. I can not think of any situation where I would appreciate getting a recorded marketing call from a business, whether I have an "established relationship" with that business or not. For a time, my cable company was calling me with a prerecorded message about once a month plugging whatever the latest movie was. This was about the most annoying thing I have ever experienced. Please don't do anything that would permit other businesses an easy route to use prerecorded calls, especially with respect to folks who have indicated a preference (via the no-calls list) for not receiving marketing calls.
