I do not think it is a good idea to dilute a good do-not-call rule just to suit the industry which fought the do-not-call rule tooth and nail in the first place. Actually I think a business relationship should be further refined to only include businesses which have done over $500 worth of business with a consumer within the past 30 days. Otherwise these companies will be calling a purchase of a stick of gum a year ago the basis of an established business relationship.
