As a consumer who placed my phone number on the Do Not Call list, I am opposed to the proposed rule changes. Both of the proposed changes would result in my receiving unwanted calls which I currently do not receive. In particular, the provision to allow prerecorded messages from my existing business relationships represents a blatant attempt by the telemarketing industry to avoid my express wishes. The truth is, prerecorded messages are worse than direct calls by a telemarketing agent, because I can't talk back to them and because I have less confidence that they will disconnect promptly when I hang up. I urge the commission to reject both proposals.
