Please do NOT "create an additional call abandonment safe harbor to allow telemarketing calls that deliver a prerecorded message to consumers with whom the seller on whose behalf the calls are made has an established business relationship". Please don't weaken the current rules protecting consumers from unwanted calls, even with those of an existing relationship. That definition is far to broad. This will allow telemarketers to skirt that very sensible do not call list. Separately, it would be terrific if any opt-out provision that finally emerges does NOT include a social security number. While most will be responsible, that is just one more opportunity for identity theft. Thanks. John Robinson
