I am opposed to anything that would weaken the Telemarketing Sales Rule, or allow telemarketers a loophole for making calls to individuals. The question that I have - who is going to enforce this law? Will the burden of proof of demonstrating an "established business relationship" lie with consumers? If so, this amendment is a bad idea.
