I am opposed to making any of the proposed changes to the Do Not Call Rules. Those rules have had a significant impact in reducing the number of unwanted calls. The use of an opt-out provision is meaningless because of the time and effort involved, even assuming someone is aware of such a provision. If people wish to receive such calls, an active opt-in provision will provide them that opportunity.
