Dear Sir or Madam: I feel that the proposed amendment violates both the letter and spirit of current telemarketing rules, and is detrimental to consumers. The proposed amendment would allow calls that are unsolicited and, in most cases, undesired, and place the burden on the consumer to 'opt-out' of receiving further calls. Even if a consumer has explicitly opted-out of telemarketing calls via the national "Do Not Call" registry, the amendment would allow telemarketers to call nonetheless, thereby violating the whole purpose of the registry. Frankly, I do not see any compelling consumer benefit in the amendment, and do not agree with weakening the "Do Not Call" registry rules, which are so widely supported by the American consumer.
