If you intend to allow solicitations, pre-recorded or not, I will have my phone disconnected and that will put my family at risk since the 911 number cannot be tracked from a cell phone in my area. If someone is unable to speak and needing help this will all be thrown away for the big businesses to try and make sales by annoying, paying phone customers.
