Please do not loosen any restrictions on telemarketers. I see zero benefit from any telemarketing calls. As it is, I still get someone attempting to fax me junk mail on a near-daily basis. (I don't have a fax machine connected.) Invariably, companies "with whom I have an established business relationship" translates to "credit card companies attempting to sell me some new product" and their calls are most definitely NOT wanted nor valuable to me in any way. In fact, they waste my time. It has happened in the past that these companies left vaguely urgent messages implying that something was wrong with my account, when in fact all they wanted was for me to call them back so they could telemarket to me. No, thank you. This has not happened in a while, and I want it to stay that way.
