Instead of overruling the will of the people by allowing recorded messages from telemarketers, why don't you survey the American people and see how many want to sign up for the "YES!! YES!! PLEASE BUG ME AT ALL HOURS OF THE DAY AND NIGHT!" list? Then allow telemarketers to call only those people. That would keep everyone happy.
