I very much object to allowing telemarketers to make any more phone calls using pre-recorded messages. I find picking up the phone to a dead line and a hang up to be very obnoxious. I can't tell if the call is an abandoned telemarketing call or a burgler checking on my presence. I also think the definition of "established business relationship" is a little too loose. I really don't think buying something from a mail order catalog should give the parent company's insurance division access to my phone line. If I've bought insurance from the division, it's OK, but not when I've done completely unrelated business with an entirely different part of the company. In fact, I'd like the Do-Not-Call list to apply to politicians, too, October was miserable, even in California, and quite unbearable in Iowa.
