Give me the capability to back charge for every call they leave. It could be similar to STAR 69 where I can call back to the last number that dialed my phone without my knowing the phone number I was called from. A small charge automatically deducted from their account and deposited to my account would insure someone is not just "fishing" for customers from a list but actually attempting to transact something BOTH parties want. If their account is empty than their provider would be responsible for cutting off their service. I pay for each call I get and should not be forced to subsidize someone elses "fishing expedition". Thanks.
