Do Not Call should mean DO NOT CALL ME AT ALL. Why do you think millions of people signed up for this? We do not want telemarketing calls of any kind at any time. My phone is for my convenience, not theirs. If you're going to amend this rule at all, amend it to put stricter rules against unwanted calls, stiffer penalties, more enforcement.
