Please do not change the current rules regarding pre-recorded messages. Prior to the national do not call list, I received numerous calls of this type, many of which never played the message, resulting in "dead-air" on the line. If given the opportunity to spam consumers with pre-recorded calls, phones will once again ring off the hook with trash advertisements from telemarketers.
