Comments:
Call abandonment, at any rate, is rude and irritating; interferes with answering machines that are important to family business; potentially frightening and menacing to children and persons home alone; should not be tolerated in polite society; and especially should not be encouraged or permitted in regulation. Refining the regulation, as proposed, opens the door to manipulation of the technology and technique used to place the calls. This change cannot help but increase the number of calls abandoned, and is contrary to public interest.
