Please do not open up the Do-Not-Call list to ANY loopholes for ANY reason. I pay for my phone line, not telemarketers and corporations, and I do not want to receive ANY marketing calls. That is why I signed up for the DNC list in the first place. I hate push advertising - I want to make my purchasing decisions by seeking information on products, not having it shoved down my private phone line. I particularly detest the backwards arrangements where the consumer has to go to the trouble to opt out of an advertising or privacy policy process. This puts the burden on the victim, not the perpetrator. Don't let these companies bend and twist the DNC rules to suit themselves - I say to the FTC to not give in to these ridiculous demands and give me privacy in my own home and on my own phone line.
