The proposed changes would amount to a loosening of standards for the Do Not Call list, which is the last thing we need! Such pre-recorded messages are the telephone equivalent of electronic "spam", and any claims that most of their customers enjoy receiving such calls are, I am quite sure, indefensible. The Do Not Call list provides a respite from these annoyances for those who choose to use it -- anyone looking for such messages needn't be on the list at all.
