Solicitors must not be allowed free access to cell phones as these are paid for by the phone owners. I am personally acquainted with several senior citizens who, while they do own cell phones, mainly for their own protection in emergency situations, are on severly restricted incomes. Absolutely no solicitions of any sort should ever be allowed on individual cell phones. Incidentally, cell phones must never be allowed on airplanes - just thought is beyond understanding. Just stand on any street cormer or in any mall and tell me how you would like to be closeted w/those conversations on a plane.
