If I wanted to recieve automated prerecorded calls I would not be on the do not call list. This is a ridiculous loophole that will now allow an automated voice to annoy the consumer rather than a live voice. If you grant this request, you will quickly be inundated with coplaints. PLEASE DON'T DO IT.
